Each school shall establish a school council. School districts with less than 600 pupils or with only 1 school may decide not to participate. School districts that purchase supplies and materials pursuant to this section shall maintain a separate account of its M&O budget for each authorized school in the district. The amount of money available for supplies and materials shall not exceed $5,000.
